Underfed or Overfed? Perhaps Something In between?

Hi, this is my first grow and I've really been struggling to keep my plants healthy. Some background information they are about 1 month old but I have been experience a lot of discoloration and browning. Some basic information:

The strain is auto feminized Jack Herer from VSB
I am growing in Hydro with coco in the baskets
PH is a steady 6.0
PPM is unknown I have a meter on the way people say our water is hard in this city.
Res temp is 70
The tent is a steady 75-80
The water level is about an inch below the basket the Coco says fairly wet from the bubbles from the air stone. I worry it may be too wet.

I started them under CFLs(6500K) and then put them under a 300w Reflector LED(from mars-hydro). The leds seemed to accelerate the problems and stunt growth so I went back to CFLs for now. They are growing fairly well but look sickly.

For nutrients I am following the "Mild All Purpose" for the larger plant and "Seedling" for the smaller plant.(see table below).
I thought it might be a magnesium deficiency so I added 1/2 tsp of Epsom salt per gallon to res. but it doesn't seem to have helped at all, it may have even made things worse but its hard to say.
Roots are a healthy white and about 8-10 inches outside of the basket.
I realize it may be too late to get any kind of a harvest from these guys but I am treating this as a learning experience.

Looks over fertilized IMO. Using CFL you are not getting that much light intensity and wont need to do a lot of extra feeding for plants that size under that much light. Could we get a photo of the roots?

If these were my plants i would flush the media very well and introduce them all with the seedling dose level or just water and see if they bounce back.

Im not familiar with these nutrients but the amount of the micro suggested according to the NPK seems kinda high. I Would be more worried about over doing the micros then the grow or bloom.

Are you sure you don't have mites along with a nutrient issue?

To me it looks like you have bites on your leaves.
