Between 1968 and 2020 there was only one place scientists & doctors could get cannabis for research purposes and it would be kind in the extreme to say what they grew was sub-par. There's a reason cannabis research has been historically found wanting...the supply wasn't great and grants were only given to projects looking for cannabis harms. But that all changed in 2021 when Biopharmaceutical Research Company began production after a years long wait for approval.

The official gov’t farm at Mississippi State would bake the cannabis and thus the terps would be gone. IMO the terps are medicinal and counteract the oils which just clog up your lungs without them. That is why smoking a joint of ABV is bad for you. It still has the oils, but no terps.
