Total Newb. Where do the Black/White mogul base wires go?

I have a digital ballast with INPUT and OUTPUT (both male).

In INPUT I have a standard outlet wire going from ballast to wall.

In OUTPUT I have another standard outlet wire going into the ballast (female). The other end of the wire (male) is supposed to go to the mogul socket, which has a black and white wire coming out of it.

What I don't get.. which wire connects to what? I haven't cut off the male end of the OUTPUT wire yet, but it obviously has a ground, so where would this go on the mogul base?

What color are the wires that go from ballast to socket? Hot is Black (small prong) white is neutral (large prong). The ground is not part of the circuit, it connects to the metal housing of the reflector.

OK, that's what I thought. I have the black/white connected and it works, but I'm not using a reflector (DIY cool tube w/o a reflector atm) so do I just not ground it or ..?

What holds the socket to the cool tube? Is there not a metal band/junction box?
