My sense of survival tells me to assume it is LEO. There are some that hate cannabis so much they will keep trying even though it is legal here.

Just mark as spam and delete it. Could have got your email from somewhere that sells information, could be from cookies something grabbed your email etc. Just spam it and see if anything else comes.
