i have a new shoot growing from a leaf stem.. is this normal? i've never seen it before.. i will upload a pic soon.

I don't think its a herm, some sort of abnormality, leave it alone it might spread, I'd take that leaf off, goodluck.

i've never seen new growth coming from a petiole like that, but from what I've experienced, petioles that look like that is a result of revegging or a light leak.
