North Country Faire in Arcata.

I have been to this gig a couple of times...its quite the hoot...conspicuous consumption abounds...street concerts at each corner of the square both days.

I would like to know how to run an event like that...without going bust, being hassled by the cops, or turning into a full on riot, just no books around on this subject ,....?
