Eastvale plans to rush the approval of a planned rental ordinance that officials hope will curtail an increasing number of marijuana grow houses in residential neighborhoods.
The bust of a house with 333 plants on Tiger Lilly Court on June 21 was the 19th in 2013 by the Riverside County Sheriff’s Department. Many of the houses were rented to criminals by unsuspecting landlords who do not keep tabs on their property or live locally, City Manager Carol Jacobs said in an interview.
City spokeswoman Michele Nissen said the City Council had several months ago given staff direction to look into crafting a rental ordinance. Now, there is more urgency. Officials hope to have rules in place in 60 days.
“The recent upsurge in grow house activity has driven the desire to see something coming to fruition sooner rather than later,” Nissen said.
The ordinance would require homeowners who rent out their property to register with the city and provide periodic confirmation that they have inspected it. The Fire Department and code enforcement would also be allowed to inspect the property, with sufficient notice, if there is a complaint.
There are other strategies as well.
Eastvale would go after homeowners who are unaware of criminal activity, based on the state Health and Safety Code that does not provide an exception for ignorance, Jacobs said.
She said the city also plans to work more closely with Southern California Edison, which gets defrauded out of thousands of dollars in revenue at each location where the meter is bypassed. Officials will ask Edison to increase surveillance of Eastvale residents’ utility bills, Jacobs said. A $30 bill for a 4,000-square-foot residence would be a tip off, she said.
The other piece of Eastvale’s strategy is education. Landlords will learn how to identify potentially problem renters and how to work with property management companies.
“The bottom line is we hope that no bad guy will ever want to put a grow house in Eastvale because they know the second they do, they will be caught,” Jacobs said.
