BACKGROUND BRIEFING POINTS FOR CONGRESSIONAL HEARINGS & LEGISLATION

* The Disclosure Project is a non-profit research effort that has, since 1993, been identifying top-secret military, government and other witnesses to UFO and Extraterrestrial events.

* To date, several hundred such witnesses have been identified throughout the world and spanning every branch of the armed services, the NRO, DIA, CIA, NASA, the former USSR, and other agencies and countries. Over 100 have been videotaped, thus far; 70 have been transcribed into edited testimony. A four hour videotape summary of testimony and an over 500 page briefing document is available that contains excerpts of this historic testimony.

* The weight of this testimony, along with supporting government documents and other evidence, establishes beyond any doubt the reality of extraterrestrial life forms, UFOs, or extraterrestrial vehicles, and advanced energy and propulsion technologies resulting from the study of these vehicles.

* The testimony and evidence proves that these vehicles have been tracked on radar on many occasion, have landed and/or crashed on terra firma, and have been retrieved and studied by specialized and compartmentalized projects. Advanced technologies which have been identified from the study of these vehicles, once disclosed, will replace currently used forms of energy generation and propulsion. These technologies will enable the Earth to attain a sustainable civilization without pollution, energy shortages, or global warming. These technologies are already fully operational. They have been developed within super-secret, unacknowledged special access projects. In short, the definitive solution to the world's energy, pollution, and poverty problems exists within compartmentalized projects that need planned disclosure and relevant legislation.

* The programs controlling this issue are operating outside of legally required Congressional oversight. Even Presidents have been left out of the loop, deliberately deceived, and denied access. Therefore, urgent action is needed on the part of Congress, the White House, and other institutions to obtain the necessary oversight and control of these operations to ensure that these now-classified technologies are prepared for disclosure and the eventual near-term application for world cooperative energy generation and propulsion.

* A clear and on-going threat to the national security and world peace has arisen because of unauthorized covert actions that have led to the targeting and downing of these extraterrestrial vehicles and to related covert plans to weaponize space. Since it can be proven that we are sharing space with other civilizations, it is critical that a full disclosure of this long suppressed information take place, and that the National Missile Defense System (NMD/BMD/SDI.) be re-evaluated by policy makers in light of these revelations.

* There is no evidence that these extraterrestrial civilizations are hostile to humanity or the Earth. Rather, the testimony shows that they are very concerned about nuclear and space-based weapons systems, and human warfare. Therefore, a cooperative world policy and law must be immediately established to prohibit the targeting and striking of these vehicles.

* Urgent Congressional, White House and UN action is needed to allow any and all witnesses to testify under oath so that a full, honest and open disclosure may occur this year, 2001, including witnesses with high level security clearances.

* A US Presidential Executive Order is needed to protect these military, government, and other witnesses, and to declassify secret projects and their related technologies.

* The world community needs to research and develop diplomatic programs and protocols, laws and treaties to address this issue and to interface with these civilizations in a manner that is peaceful, non-violent and mutually beneficial.

* To hold open, secrecy-free hearings on the UFO / Extraterrestrial presence on and around Earth.

* To hold open hearings on advanced energy and propulsion systems related to the subject that, when publicly released, will provide solutions to global environmental and other challenges.

* To enact legislation which will ban all space-based weapons.

* To enact comprehensive legislation to research, develop and explore space peacefully and cooperatively with all cultures on Earth and in space.

PROJECT BACKGROUND

Beginning in 1993, I started an effort that was designed to identify firsthand military and government witnesses to UFO events and projects, as well as other evidence to be used in a public disclosure. From 1993, we spent considerable time and resources briefing the Clinton Administration, including CIA Director James Woolsey, senior military officials at the Pentagon, and select members of Congress, among others. In April of 1997, more than a dozen such government and military witnesses were assembled in Washington DC for briefings with Congressmen, Pentagon officials and others. There, we specifically requested open Congressional Hearings on the subject. None were forthcoming.

In 1998, we set out to "privatize" the disclosure process by raising the funds to videotape, edit, and organize over 100 military and government witnesses to UFO events and projects. We had estimated that between $2 million and $4 million would be needed to do this on a worldwide basis. By August of 2000 only about 5% of this amount had been raised but we decided to proceed since further delay was deemed imprudent given the serious issues involved here. So beginning in August we began creating the Witness Archive Project and we set about the task of traveling all over the world to interview these witnesses in broadcast quality digital video format. Due to the severe limitation of funds, this effort was predominantly prepared by myself and a few other volunteers roughly from August 2000 through December 2000.

Beginning in late December 2000, I began editing over 120 hours of raw digital video testimony at home. I should note that I am a medical doctor and not an editor. Nevertheless, from late December 2000 until late February 2001 the 120 hours were reduced first to 33 hours of select testimony and then 18 hours of super-select testimony. The 33 hours of select testimony were dubbed to audiotape and transcribed resulting in approximately 1200 pages of testimony transcripts. In March and early April, 2001 I edited these transcripts into a readable form, which appear herein.

I must emphasize that this has been done under the most severe time and funding constraints, working 7 days a week and mostly 18 hours a day. And I thought the Emergency Department was tough!

I share this only so the reader will understand that these transcripts and other materials are very likely to contain errors. These include likely errors in proper names arising from the phonetic spelling of such names directly from transcribed audio tapes of testimony. I apologize in advance for these.

The transcripts (that appear in the Briefing Document) have only been altered to correct for a) length and b) grammar and readability. I have assiduously avoided changing the meaning of testimony at all times. Statements in brackets [ ] are for clarification. Statements in italics and brackets [ ] reflect commentary on my part and are followed by my initials, SG.

These materials are, as you can now discern, only the tip of the iceberg of what we have recorded on digital videotape. That is, from over 120 hours of testimony by over 100 witnesses we transcribed only 33 hours and then further edited materials down to a fraction of that amount. Moreover, the full archive represents the testimony of only 100 witnesses of the more than 400 identified to date. The edited testimony will be appearing in book form. A portion of it appears in The Disclosure Project Briefing Document and only small excerpts and summary bios of testimony appear in this Executive summary. We hope in the future to secure funding for a 5-6 part broadcast quality video documentary series to be made from the videotaped testimony we have as the impact of hearing and seeing these witnesses speak is very moving.

As you read this testimony remember that it is indeed only the beginning. The rest is up to you: Call and demand that Congress and the President and the leaders of other countries hold hearings into this subject without delay. These witnesses welcome a subpoena so that they may officially testify under oath to what they have experienced and said here. Indeed, the most revealing testimony waits to be seen since the deepest sources are refusing to come forward until protected through official Congressional hearings.

This then brings me to my last point: The witnesses who have given testimony to date are extraordinarily brave men and women - heroes in my eyes - who have taken great personal risks in coming forward. Some have been threatened and intimidated. All are risking the ever-present ridicule that attends this subject. Not a single one of them has been paid for his or her testimony: It has been given freely and without reservation for the good of humanity. I wish to personally thank them here and extend to them my personal, highest respect and gratitude.

Please, I implore you not to let this effort and their sacrifice be in vain. Help us place this matter in front of the public, the media, and our elected representatives so that the full truth may be disclosed, so that those Earth-saving technologies now classified may be released, and so humanity may enter a new chapter in its evolution as one of many people in the cosmos.

This summary is focusing on the testimony of important first-hand witnesses. We have thousands of government documents, hundreds of photographs, trace landing cases and more, but it is impossible to include them in a summary of this length. These materials will be made available for any serious scientific or Congressional inquiry.

A tin-foil hat, also tinfoil hat, is a general term for a piece of headgear made from one or more sheets of tin foil, aluminium foil, or other similar material.

Tin-foil hats and mental illness

There have been some people who believe in the efficacy of tin-foil hats and similar devices. Reasons for use include preventing abduction by alien beings, or stopping unpleasant experiences such as hearing voices in one's head. This draws on the stereotypical image of mind control operating by means of ESP, microwave radiation or other technological means. Belief in the effectiveness of tin-foil hats is popularly linked to mental illnesses such as paranoid schizophrenia.

The delusion of "mind control rays" or other invasive mental activity may seem very real to those afflicted with severe paranoid delusions, and such persons have been known to make and wear improvised defences against the imagined invasion. A placebo effect may even convince the sufferer that the device actually works.

While aluminium foil and tin-foil are traditional, less fragile materials such as 3M Velostat (a kind of metallised plastic) and metal window-screen mesh are now more commonly used. Electrical conductivity is seen as a key quality.

SETI

is the acronym for "Search for Extra-Terrestrial Intelligence",
which is an organized efforts by humans to detect intelligent aliens.

A number of efforts with "SETI" in the project name have been variously organized, including projects funded by the United States Government.

The generic approach of SETI projects is to survey the sky to detect the existence of transmissions from a civilization on a distant planet.
(This approach is not science fiction.)

There are great challenges in searching across the sky to detect a first transmission that can be characterised as intelligent, since its direction, spectrum and method of communication are all unknown beforehand. SETI projects necessarily make assumptions to narrow the search, and thus no exhaustive search has so far been conducted.

Overview

Visiting another civilization on a distant world is presently beyond human capabilities (see Project Orion and Project Daedalus for some hypothetical explorations of the concept). However, it is currently technologically feasible to develop a communications system which uses a powerful transmitter and a sensitive receiver to search the sky for extraterrestrial worlds whose citizens have a similar inclination as terrestrials.

Assumptions

SETI is not a trivial task. Our galaxy, the Milky Way, is 100,000 light years across and contains approximately a hundred billion stars. Searching the entire sky for some far-away and faint signal is an exhausting exercise. A number of assumptions are needed for SETI to be feasible.

A basic assumption of SETI is that of "Mediocrity": the idea that humanity is not exotic in the Cosmos but in a sense "typical" or "medium" when compared with other intelligent species.[citation needed] This would mean that humanity has sufficient similarities with other intelligent beings that communications would be mutually desirable and understandable. If this basic assumption of Mediocrity is correct, and other intelligent species are present in any number in the galaxy at our technological level or above, then communications between the two worlds should be inevitable.

Another assumption is that the vast majority of life-forms in our galaxy are based on carbon chemistries, as all life-forms are on Earth. While it is possible that life could be based around elements other than carbon, carbon is well known for the unusually wide variety of molecules that can be formed around it.

The presence of liquid water is also a useful assumption, as it is a common molecule and provides an excellent environment for the formation of complicated carbon-based molecules that could eventually lead to the emergence of life.

Another assumption is to focus on Sun-like stars. Very big stars have relatively short lifetimes, meaning that intelligent life would likely not have time to evolve on planets orbiting them. Very small stars provide so little heat and warmth that only planets in very close orbits around them would not be frozen solid, and in such close orbits these planets would be tidally locked to the star, with one side of the planet perpetually baked and the other perpetually frozen.

About 10% of the stars in the Milky Way galaxy are Sun-like, and there are about a thousand such stars within 100 light-years of the Sun. These stars would be useful primary targets for interstellar listening.

However, we know of only one planet where life exists, our own. There is no way to know if any of the simplifying assumptions are correct, and so as a second priority the entire sky must be searched.

According to Dr. Steven Greer, yes, SETI has received multiple extraterrestrial signals. This news he says, is confirmed by senior employees within the SETI program.

This is what Greer had to say at a recent Exopolitics Conference:

"We have confirmation - and I'm not going to give the name yet because we are trying to coax this guy out of the closet - but one of the senior people in the SETI project, which is the Carl Sagan Search for Extraterrestrial project, has confirmed to the Disclosure Project that they have received multiple extraterrestrial signals," Greer said.

"but that now they are getting external human, probably NRO or NSA jamming of those signals and they are getting very frustrated. "

Greer continued, "The question is why hasn't the SETI project, funded by Paul Alan the co-founder of Microsoft, come forward with this information? I'm a little uncomfortable even mentioning this, except for the fact that the public needs to know that this effort, which has received a great deal of mainstream media attention, has actually confirmed to us from two inside sources that they have received extraterrestrial signals and have confirmed them as being extraterrestrial and that they have become increasing in frequency and number."

Dr. Steven Greer is head of the the Disclosure Project, a non-profit organization with almost now 500 former military, intelligence, and government employees who go on record about their various experiences with aliens and alien technology.

Since the National Press Conference of 2001, viewed by millions of people across the globe, Steven Greer has been referred to as the authority on the truth about extraterrestrials.

For Greer to come out and make a statement of this magnitude, something is defiantly up. We will wait patiently to see whether or not these SETI insiders take the stage and become whistle blowers for this monumental secret.

It's called a Faraday cage, and is very effective in blocking EM radiation and ultrasonics.
