can you use a 250w bulb in a 400w ballast,or a 400w bulb in a 250w ballast.....NO!

This question is always brought up about HID's so why wouldn't you think the same applies for fluoro's?

Well, I have 3 PL-L lamps being driven by a t8 ballast, and they do just fine. I didn't ask about HID lights, I asked about flouro's.
I wouldn't think the same principles apply to flouro's, or I wouldn't have asked.

Thats correct, fluoros are very different than HID's, electronic fluoro ballasts will drive most fluoro lamps (either under or overdrive) and they will light just fine. I have driven PL-L's with a T-12 ballast with no problems and they are just a form of T-5's. That ballast will run your lights just not sure if they will be under or over driven because I don't have all of the specs...
