Swamp chiller?

I'm looking for an alternative to a normal split AC.
I've heard of using chillers like you would find in a walk in cooler because they use much less electricity.
They use fresh water as a coolant.
I have seen in the Urban Grower videos the same thing, but I'm not finding much info on them.
I found one site that has them for sale, they call them swamp chillers:

I'm not sure what their official name is.

I am also looking in to one of these units, I would love for someone to show me another place I could find one, the only other place I could find one online was just a link back to better than nature. Info would also be nice, as far as how to install, and average water usage.

The problem is they can dramatically increase your humidity. So if you use one you have to be able to handle the increase in humididty that comes with them.
