If the plants are able to handle sunlight(hardened off, or started under natural light), supplemental light wont hurt them. Are you in the Southern Hemisphere?

You can use lights to extend the day or supplement on low light days. A lot of commercial greenhouses do this, usually with HPS and not MH. Normally you would not run the lights on a sunny day as it is a waste of money.
