Inbred line. It refers to a line that has been stabilized and no longer requires any backcrossing to either of the p1's or other stabilization techniques to maintain it. Many ibl's can be open pollinated or even random pollinated and still maintain their qualities. Although pollination with multiple select males and multiple select females is best to allow for a larger gene pool and still producing the highest quality possible.
Ibl is a bit of a catch phrase right now and technically anything past an f1 is an ibl because an f2 is inbred. Though I have never heard anyone use ibl to describe an f2 and hopefully noone ever will. To make a line that is completely true breeding on every noticeable trait takes many years. Until a year ago I'd never heard of the phrase ibl and had used stable pure or landrace to designate and to me these terms are more precise. For example deep chunk is an ibl but it is also a stable pure landrace. Some lines can be stable or pure hybrids that arent landrace like a nevilles haze or a pure haze or skunk 1. Some pure landraces aren't very stable and show much variation an many traits. But all of these could be called ibl's
