LA's spy-in-the-sky drone sparks privacy concerns

The future of law enforcement was launched into the smoggy Los Angeles skies over the weekend in the form of a drone aircraft intended to bring spy-in-the-sky technology to urban policing.

The unmanned aerial vehicle, called the SkySeer, looks like a remote-controlled toy and fits into a shoulder bag.
In the air, the craft is guided by global positioning system coordinates, and a camera fixed to the underside sends video to a laptop command station.

A prototype is being tested by the LA county sheriff's department, which says the SkySeer will accomplish tasks too dangerous for officers, and free helicopters for other missions.
"This technology could be used to find missing children, search for lost hikers or survey a fire zone," said Commander Sid Heal, head of the sheriff's department technology exploration project.
"The plane is virtually silent and invisible."

The SkySeer, which has low-light and infrared capabilities and can fly at speeds of up to 30mph, would also be able to spot burglary suspects.

Commander Heal believes it will be the first of many unmanned surveillance crafts which will be used in police work.
"Who knew five years ago we would be shooting photos and videos with our phones?" he said. "I can see this drone technology replacing some conventional aircraft in 10 years."

The LA sheriff's department operates 18 helicopters costing £2m to £3m each. The SkySeer costs £15,000 to £23,000.

Although the SkySeer is not yet capable of spying into windows, some critics are uneasy about eyes in the sky monitoring daily life.

"A helicopter can be seen and heard and one can make behaviour choices based on that," said Beth Givens of the Privacy Rights Clearinghouse.
"Do we really want to live in a society where our backyard barbecues will be open to police scrutiny?"

Police say the concerns are unwarranted because everybody is already under surveillance.

"You shouldn't be worried about being spied on by your government," said Commander Heal.
"These days you can't go anywhere without a camera watching you, whether you're in a grocery store or walking down the street."

"This technology could be used to find missing children, search for lost hikers or survey a fire zone," said Commander Sid Heal, head of the sheriff's department technology exploration project.
"The plane is virtually silent and invisible."

We all know (or at least I'm being told) how important a virtually silent and invisible minature plane can be when looking for lost children, hikers and forest fires...
same with the low light and infrared tech that is so essential to catching burglary suspects...but be sure not to worry about us spying on you...just accept it as a given...
I think could use a bit more of a polished public relations/ bullshit artist speaking for them instead of having the head Geek of the sheriff's department technology exploration project bafflin' the public with "good intentioned" disinformation.
Why they would never consider invading anyones right to privacy...or would they..
Commander Geek said it will be okay, you'll soon get used to them flying low and slow, their silent so the noise shouldn't be a concern and if your a good citizen you'll have nothing to fear.

i saw a tv show about those things, they said "they will only be used in missing persons, hostage & other similar situations"

i know enough not to believe "them"
but it seems like a good tool to use in certain situations that could save peoples lives..
BUT, yeah it could possibly rat out ALOT of outdoor grows also..

L.A. Sheriff's Department Unveils Latest Innovations

Among the first departments in the nation to realize the benefits of pepper balls and stun guns, the L.A. County Sheriff's Department now plans on deploying its own unmanned aerial vehicle (UAV) by early July.

Commander Sid Heal who heads the LASD technology exploration project, says the drone aircraft dubbed 'SkySeer' would be used for surveillance tasks that are considered too risky or difficult by conventional methods.
They would free up helicopters which are noisy, in limited supply and each cost over one-hundred times more than the drone.

Should a burglar penetrate a warehouse roof, SkySeer could provide an overhead view of the building in place of sending an officer up a ladder at his own peril.
The vehicle could similarly circle in a holding patterns virtually silent over a traffic accident or follow a fleet-footed suspect without endangering a pilot.

Missing children and hikers could be located more quickly with the vehicle's infrared sensor.

Surveillance technology firm and maker of the SkySeer, Octatron Inc. lists its UAV as a
"low cost, autonomous reconnaissance UAV that can be easily carried without supporting vehicles."

Specifically, its features include:

*** Flight video and telemetry that allows law enforcement to see what the vehicle sees in real-time.

*** A joystick that controls SkySeer's camera head.

*** Storage capacity of 20 hours of high quality video.

*** Autonomous flight with point and click mission planning via GPS waypoints.

*** A 6.5 foot wingspan and special shape that make it almost invisible at high altitudes.

Octatron claims SkySeer can last up to an hour on its battery power at the 'cruising speed' of 23 miles per hour. The vehicle can reach speeds of 29 miles per hour.

Mother Nature is the drone's kryptonite.
Heal stated that high winds, fire or pouring rain would prevent the vehicle from working.

Skyseer also cannot peer through windows or zoom in on targets.
Not yet anyhow.

The U.S. Army has been deploying UAVs for years, but the SkySeer would be the first of its type to be specifically designed for law enforcement. Unlike its military counterparts, SkySeer weighs only four pounds, does not require an observer or pilot, and can be folded for easy portability. It can also be set up in minutes.

Heal said SkySeer's cost residing in the "low five figures" beat the $100,000 price tag of military models.
He did not express concern over the threat of public outcry among taxpayer watchdog groups or civil libertarians.

The current SkySeer in use by the LASD is just a prototype.
The department's technology exploration department plans to continue field trials with the drone.

Until last week, each trial performed had shown measurable improvements in the aircraft, according to Heal.
However, during a landing attempt at a June 16 field test, the vehicle took a nosedive and was mutilated upon crashing into a vacant lot, reported the Associated Press.
The vehicle's designer, Sam De La Torre, hypothesized there was "communication interference."

If LASD can work out the kinks, it will soon negotiate with Octatron over purchasing the product.

The department's technology exploration branch, meanwhile, has other plans in the works:

It is developing a 'cyber command post' that would allow remote experts (such as bioengineers and nuclear physicists on college campuses) to work in real-time with law enforcement through the use of surveillance footage and a central field command post. New York City unveiled a similar effort last year with its Real Time Crime Center.

Also in the works is 'directed energy vehicle stopping' that would use radio waves to kill the engine computer on fleeing cars.

Last summer, the LASD unveiled a magnetic acoustic device that allowed testers to hear an array of sounds transmitted from a mile away. Field trials with LASD's Special Enforcement Bureau are expected to start in a few weeks.

The department is also working on a Light Emitting Diode Incapacitator which would emit random pulses, colors and frequencies of light to dazzle fleeing or violent suspects.

Laser-based blinding weapons are currently being used by U.S. soldiers in Iraq to stop drivers who fail to stop at checkpoints manned by American soldiers. The L.A. model uses the light variances in place of the laser's directed energy, and would therefore be more politically feasable and cheaper, according to Heal.

i dunno about that, why would they need it to be so stealthy if it were to save anyone's life? it is made stealthy to be able to spy on you...

Law enforcement has to spend all that seized drug money on something. :yoinks:

"we got 120,000 houses FLIR'ed and spotted an outdoor crop in a back yard... This little helicpoter doo-hickey is a real hoot! Cant wait till we take it to beverly hills and get to spy on the nude sun tanners"

Gee lets put these 50,000 dollar units in the most gun infested part of the country and see how long they'll last?

Then lets see how long before some RC hackers figure out how to track, immobilize and steal these things.

well with the policing of citizens turning more into an army approach towards controlling citizens... expect to see combatant-type behavior against the enforcers...

i urge all plane hobbyists in the area to keep an eye out and launch your "fighter" plane after it... kamikaze the bitch... then say it was an accident, much like they will accidentally see someone manicuring a bud in their kitchen window and proceed to arrest them
