Genetics are 99% whatever American genetics are trending that month, or high yielding Dutch hybrids. There are people who grow interesting genetics, sativas etc, but people who grow sativas are not usually those who sell weed, and are not a part of a "scene". Quality breeders have been pushed away by the auto/fem seed industry.

There's local weed and hash and imported hash from Morocco. Imported is illegal.
As everywhere, there is mafia but in Spain many local hobby growers too. Their law means hobby growers are much more protected and they can sell via clubs (in a limited fashion).

Clubs open and close all the time by intervention from the authorities and the only reason they kind of work is because the way Spanish law is set up it takes a very long time for authorities to take them down. You can go to a club, buy one gram of weed, and if you are unlucky and the cops are there when you step out, you can get searched and fined, exactly the same as if you bought to any dealer in the street.
It's really not that strict, much less so than other countries. But foreigners seem to think it's kind of legal, when legality is black or white in this case. Illegal means illegal, not somewhat illegal. Up to 99 grams is settled with a fine which is very lax compared to what you hear from other countries. This is why people are so relaxed here. Also because of the centuries of hash culture, lots of people smoke everywhere in public in the street and nobody gets shocked because it has always been this way. Sounds like a really nice local scene man.Because most of the hash that's consumed in Europe enters through Spain, hash has always been around. There hasn't ever been a significant hash production in Spain. Mostly Moroccan, and negligible quantities from Afghanistan, Pakistan, Lebanon and Nepal.
Yes there are big outdoor operations that get caught every year. Also it's common for farmers to have a few plants hidden between orange trees or olive trees, for family and friends, or to sell locally. My dad for example used to grow 3-4 plants every year and with our climate that's easily worth buckets of bud.
There are no explicitly dedicated bars or pubs for smoking. If you live in the area you know people who smoke and you know the places where people smoke. Be it a café or be it a park, or whatever.

Breeding and making seed isn't necessarily the same thing though. There really aren't as many breeders in Spain as people say. The European auto/fem seed industry is huge and has established in Spain, because selling and owning seeds is legal here. Germinating them is illegal. There is a stupid law that allows people to buy seeds for collection purposes. The biggest part of the European seed industry is built on this house of cards.
So they can carry their legal seed making operations, with plants grown illegally by home growers who take all the risks for almost none of the money. Most of the hundreds of seed sellers in Spain are just repackaging seed fed by a very small amount of seed making "companies".

There has never been but a very small amount of import weed in spain. Mostly from Africa but nowadays it's pretty much done.
Both large mob growing operations, and small home growers are what produce weed for the black market and also for a big part of Europe.
Clubs are tourist traps that also operate on legal void and sell the same quality as the rest of the black market, for 3-5 times the price.
