If there was any place in the world to find good weed it is Spain, my friend. A lot of the best seed breeders live and do their work there. They have everything you want to be happy.

Many people grow here, both indoors and outdoors. Indoor quality is usually very poor, hydroponic dutch-style grown weed. Maximizing yield in detriment of quality.
Genetics are 99% whatever American genetics are trending that month, or high yielding Dutch hybrids. There are people who grow interesting genetics, sativas etc, but people who grow sativas are not usually those who sell weed, and are not a part of a "scene". Quality breeders have been pushed away by the auto/fem seed industry.
It's unlikely you will meet anyone who grows great organically grown weed until you have lived here for a while and have made actual friends.
There are grow shops where you can buy growing supplies and seeds legally. Growing is illegal though. Not "not exactly legal". It is illegal full stop.
If you are a foreigner wanting to move here and immediately start an indoor grow, which I would not recommend, be sure to be polite to your neighbours and not draw any attention on yourself.
As far as I know, drugs are decriminalised in Portugal. Not sure how the growing situation is.

Spain: find local "cannabis social clubs" online before you go. Contact them in advance about joining. Explain you are not a drunk tourist and that you are genuinely interested in cannabis etc. Ask about their joining process. Arrange a time for first visit. Turn up and remind them that you contacted them. Register, buy weed, enjoy! Use Google translate if you don't speak Spanish. It's not difficult just takes a bit of preparation.

If it’s so illegal how come there are so many breeders out of Spain, to the point the Dutch have outsourced almost all production there?
Is most herb large Local gang operated commercial? or imported from other countries? Or lots of small medium home growers?

It is covered by Spanish constitutional right to privacy. What you do in private, if it causes no distress to others, is your business. Cannabis use, growing, sales, advertising in public is illegal.
There's local weed and hash and imported hash from Morocco. Imported is illegal.
As everywhere, there is mafia but in Spain many local hobby growers too. Their law means hobby growers are much more protected and they can sell via clubs (in a limited fashion).
In all, it is a very sensible system

For the same reason there are many breeders out of France, the UK, Switzerland, Denmark, etc. People grow weed and get into breeding.
Breeding and making seed isn't necessarily the same thing though. There really aren't as many breeders in Spain as people say. The European auto/fem seed industry is huge and has established in Spain, because selling and owning seeds is legal here. Germinating them is illegal. There is a stupid law that allows people to buy seeds for collection purposes. The biggest part of the European seed industry is built on this house of cards.
So they can carry their legal seed making operations, with plants grown illegally by home growers who take all the risks for almost none of the money. Most of the hundreds of seed sellers in Spain are just repackaging seed fed by a very small amount of seed making "companies".
Spain used to have a big hashish tradition, like France and Italy, due to the proximity to Morocco. Almost noone smoked weed where I live until Amsterdam strains started getting popular. Most of Moroccan hash enters Europe through Spain.
There has never been but a very small amount of import weed in spain. Mostly from Africa but nowadays it's pretty much done.
Both large mob growing operations, and small home growers are what produce weed for the black market and also for a big part of Europe.
Clubs are tourist traps that also operate on legal void and sell the same quality as the rest of the black market, for 3-5 times the price.
Both of these statements are complete bullshit spread by foreigners on forums. Growing weed is illegal, full stop. Growers are not protected in any way, not allowed in anyway to sell to clubs, and not allowed to grow for personal use.
Not one nor the other. Both are illegal and every club in Spain is illegal. Clubs open and close all the time by intervention from the authorities and the only reason they kind of work is because the way Spanish law is set up it takes a very long time for authorities to take them down. Also most are set up and fed by mobsters who have the money and lawyers to fight and delay closure of these clubs.
You can go to a club, buy one gram of weed, and if you are unlucky and the cops are there when you step out, you can get searched and fined, exactly the same as if you bought to any dealer in the street.

It's really not that strict, much less so than other countries. But foreigners seem to think it's kind of legal, when legality is black or white in this case. Illegal means illegal, not somewhat illegal. Up to 99 grams is settled with a fine which is very lax compared to what you hear from other countries. This is why people are so relaxed here. Also because of the centuries of hash culture, lots of people smoke everywhere in public in the street and nobody gets shocked because it has always been this way. Rarely a bartender would call the cops because he saw you smoking a joint outside the pub.
But I think it's very important to be blunt and bold when talking about these things because it's all fun and games until it's you who gets fucked and thrown in prison. If the authorities want to fuck with you they will. There have been hundreds of cases of personal grows with little seedlings, where the judge ordered the pots to be weighed with soil and everything. So yes, very relaxed country, but if you play stupid games you will win stupid prizes
Yes like most other countries. Just the penalties are usually not as bad.
It's been many years since I last paid for weed but the prices I usually hear are around 2-4 eur/g for outdoor weed, maybe double for indoor weed. And around 10-20 eur/g in clubs
They get paid between 0.10 - 0.15 eur per seed.
Some of it travels to France and a big part of it to Holland and gets distributed throughout Europe from there.

Because most of the hash that's consumed in Europe enters through Spain, hash has always been around. There hasn't ever been a significant hash production in Spain. Mostly Moroccan, and negligible quantities from Afghanistan, Pakistan, Lebanon and Nepal.
Yes there are big outdoor operations that get caught every year. Also it's common for farmers to have a few plants hidden between orange trees or olive trees, for family and friends, or to sell locally. My dad for example used to grow 3-4 plants every year and with our climate that's easily worth buckets of bud.
There are no explicitly dedicated bars or pubs for smoking. If you live in the area you know people who smoke and you know the places where people smoke. Be it a café or be it a park, or whatever.

The situation is nuanced, and, yes, there are many grey areas and requirements to read between the lines because... this is federal Spain, a country full of contradictions. Is it legal? No. Is it illegal? Also often no. Is it decriminalized? Yes and no. What's the actual situation? There are social clubs everywhere. If no one complains, you are not going to go to jail. Personal use is decriminalized. Growing discreetly is tolerated. Imported and export are 100% illegal.

The reason I may seem pissy or aggressive in these threads, is because of the sheer amount of times I have had these arguments over the years, both on international and Spanish forums. Because believe or not, even Spanish growers don't know the actual legality of their hobby.
