Soil for a tricky//damp location.

I have a location which has some advantages but is iffy in that it has a high water table right now, and it is not possible to tell how the table will be in summer. It is near a swampy area, but there has been construction and diversion nearby so the water table may be affected one way or the other. If I did a foot-deep hole now, water will appear at the bottom of it, but we have had 50% more rain than usual for April. I would not be surprised if (a) it dried out nicely, or (b) it stayed too bloody wet.

What I plan to do is put some in that place and see how they do this year. With that in mind, I'm wondering what sort of mix to put in holes there. I have peat moss, perlite, vermiculite, ProMix HP, ProMic Cactus Mix (!!) 2 kinds of potting mix, nice light black earth, and .......... local durt. The Ph is about 6.8 to 7.0.

Suggestions are appreciated. Thanks.
