Finding weed in Israel requires friends, the street hash is not worth smoking.
Many undercover cops looking for weed, one of the only ways to make sure you don't deal with one is knowing them for a year+, and its not easy for a newcommer.
In case you do look for the touristic option try visiting Tel Aviv bars and sniff around.
