security issue need some advise

so my outlet ducting is 12 inch acoustic and comes out a building... this afternoon i noticed a Cable that wasnt there before on next doors wall just below a bit of gutter... now the only way they could of got this wore here is to jump the fence and run it then jump back over...

im not to bothered but where they would have had to jump over to get back in there garden you can see my ducting... im going to knock and ask them if they want me to tack it up as its hanging down and looks messy what should i say the ductings for if they ask any ideas?

Great answer didnt think of that.... only thing is its on full chat at night till mid morning tho... why would it be louder at night when im obviously not in there?
