How? Why? 30 yrs. ago alla the state mental hospitals were closed and the new anti-psychotic antidepressants meds were supposed to be so good that patients could live on their own out in the community where it was healthier than a hospital.
That was the prevailing thinking at the time.

when i visited seattle a cop kicked me out of a blackberry patch in a piece of dirt in the city, i was blown away. not like he was saving them, that was just his beat.
also the hard drug addicts selling weed because its illegal for the local bouncers, say to sell. but legal to possess....
