is it better to have a charcoal filter attached to a fan ,just running in my room or is it better to have the charcoal filter attached to my exhaust fan blowing out air?

right now i have my charcoal filter attached to my exhaust fan

Definitely better to have the "scrubbed" air exhausted out of the room/area, creating negative pressure so no smells escape, and it doesn't waste time re-scrubbing "clean" air.

only thing with running my fan 24/7 is that it removes all of my humidity,it is alittle loud but i could fix that (safe and sound insulation)

That's precisely why I stink filter within the room....and exhaust based on heat, humidity, and refreshing air supply. It would cost me plenty to keep temps up if I ran the stink filter to the outside.

i get confused on this stuff so, you put the scrupper first attached to the exhaust fan blowing air that dont stink out of the room right!
scrupper+exhaust fan=no smelly air!
 
Exhaust, and then stand outside & try to smell for any odor. Any faint odor is strong enough to get your door busted down, so adjust & add as needed.

How bad does it really smell? I just started and I have 5 clones nearly 3 weeks old, no smell yet.. but I also have no filter or anything. Should I make one or will it be manageable? Odor in the room is not a problem at all, Will it stink up the whole house or what?

Firstly, you should always have some kind of filter. It's not just for odor, but it helps against pests & disease. Second, Your room should be sealed, such as rubber, or foam on the door jam to prevent odor from escaping into the rest of your house. If you don't want any problems, you will make sure you can't smell anything from the outside, even if you have to get a larger filter, etc.
