Normally, I would call this a calculated political move on the governor's part. In any future election or debate, Haley would be able to claim to the more libertarian wing of the GOP that some measure of cannabis reform happened on her watch. At the same time, she could claim to the social conservative wing of the party that she didn't support any such change. This would gain her some support from both wings of the GOP...
That being said, I don't think that's what happened here, because I don't think Haley is that politically savvy. The more likely scenario is that her ego was in danger of being hit. Haley obviously doesn't support cannabis reform, even for medical purposes, but because she is facing veto-proof majorities, she just sulked a bit and allowed it to pass rather than see her veto overturned...
