corplast sign materal ,put the seeds in the opening and put a q tip in the ends to keep em in cut the corplast just smaller then the envelope,its light weight and strong to prevent crushing ,works well ,and you can find the stuff on a corner of a bussy intersection ,they make signs out of it ,good luck
in a small plastic bag with seeds and small beads to help keep the seeds from getting crushed placed in a padded envelope with the correct postage on it.
One time a vendor sent me seeds inside a CD case (with a blank CD) which I had to take apart to get at the seeds. It was mailed using a bubble wrap padded mailing envelope. I don't know if you can just buy 1 CD case with CD inside or if you need to buy a whole package of them.
Buy a pack of normal tomato seeds, cut open a tiny slit, put seeds inside. I mail all types of legal seeds all the time and never have issues. There is also some flowers that have big round seeds similar to Cannabis, those might work even better as they are camouflaged. Good Luck. I'd use USPS.

Take it apart,put out ink cartage. wrap up seeds in baggie stuff it in put it back together and ship in a bubble wrap envelope you can get from dollar general. 4 stamps and off it goes.
usps prepaid padded envelope...it pricey...bout five bucks but you can take it home, address it yourself and stick it in any blue dropbox..totally hands off...worked for me with no problems...i just stick em in a matchbox or sumptin
