It goes with post count and time here. Usually a month and 50+ posts. You should see it in a couple of days.

Same here I noticed that yesterday trying to put a number on ignore

Your old list was migrated over. This is what you do here:
- go to user settings;
- select account;
- the ignore list is at the bottom of the page;
- click next to the last entry;
- type the name, and save.
How does the ignore feature help in a format like this? Does the ignored poster's stuff just not show up?

Yup! There is a lot of that. In the engineering world we wouldn't call this a "seamless" transition.
