Concentrates Inc. out of Oregon ships affordably too.
edit: This year I had some termites knock out a big girl and cant directly blame the rice hulls, but nothing in the last four years and its pretty much my only variation in the dirt mix.

In central cali that stuff is free from the dryers. But I would never ever use rice hulls. Its cheap crap to cut soil with. Once its wet it doesn't help aerate at all and if you have proper soil biology it will break down quick. It can lead to root rot. Coco will last five years due to its high lignan content.
Home brewing shops sell rice hulls. You may want to ask them to just order you a whole bag and get a mark up on the whole bag price since they usually repackage it at and charge out rear for that service. I would trust from home brew shop over else where since its food grade.
