revegging large plants

So I have 9msk, 1 ponyboy kush, and one dogistan that are almost 16 weeks old. Boss flowered them for sex 3 weeks ago and are not vegging very quick. A few are back to normal but most are stuck with single leaf growth. All on 24 schedules since sexing.

Not sure what to do with them. Going to start topping like a madman, either going in 200gal smartpots or large holes/mounds.

I guess the question isn't very apparent... can they go out for a whole season outside? How can I get them back to normal veg quicker? What would you do? At a lossfif they will produce or if I should just buy clones to fill the pot space...
