that search function works wonders. try it.
I used KILZ on my concrete floors and speedwall flat white on my walls.

For concrete, I used Drylock concrete sealer, but that's because it's underground. After sealing the walls, I freshen them up with standard Killz latex primer. You can use a primer on almost anything that's clean and dry. Flat white is the best for reflection.

Ive seen people paint garage slabs with certain stuff, stain or something. Decorative, not growing purposes. I dont know what it is. Im sure there is a bright white but I am not a paint adhesive etc guy I dont know a ton about this stuff if why I am asking.

I am used to panda film and mylar but in position where I will be able to paint EVERYTHING :D

If you want to paint a slab, use an epoxy garage floor paint. It's best to use a concrete primer before hand. This requires a nice clean and dry surface. If it's dirty, use Sodium Tri Phosphate (TSP) to clean the floor. You might also consider doing an acid wash/etch before you apply the primer to the floor.

Painting walls is easier, since most people don't walk on them.

For walls I use ceiling paint. It's formulated to reflect a diffuse white light. I wouldn't use it on a floor though. Acrylic concrete paint is readily available.
 
Always use flat white, not bright or glossy sheen's. Pick a paint that will stick to the wood or cement. The kilz will work fine, as will any flat white designed for the surface being painted.

These were recommended by someone on here who was a painting contractor, if I remember correctly. Primer/Sealer - Coronado “Grip-n-Seal” mildew resistant primer. White paint - Benjamin Moore “Regal Matte Finish” Super White – has titanium beads for reflectivity. According to the BennyMoore site, the "Regal Matte Finish" can be used on concrete if you use the appropriate primer first.

As you can see I'm doing some research on painting vs Mylar. I think the primer is:

I have been going with Vapor Barrier primer. Real VB primer not PVA primer. For paint I have been using a semi-gloss white from Benjamin Moore for use in spa areas. It is very moisture resistant and cleans very well. I go with semi-gloss for a harder paint surface and better clean up/wipe down.

My walls are too far away from the plants to think about reflectivity. I have heard ceiling paint can also have reflective particles but I have no real knowledge.
