red light may aid old seed germination rates

the only thing it might do, is increase the seeds temperature, hence forcing the embryo inside to drive it's metabolism to a higher rate -> "earlier propagation"...

BUT, if the embryo or the endosperm inside are damaged, no way any ammount of red light will help.

Read some of the papers I linked to, they describe the effects of the Pf r form of phytochrome.
