Recommend me a good quality 3g IP camera for the grow room

Im on the hunt for a good quality 3g ip camera which doent require an internet connection, only a 3g sim card whereby I can remotely view the grow room via my smart phone.

Im not too savvy with cameras of any type but can do a little research & review checks for any model suggested.

I need the camera to operate with good image quality, night vision, the ability to rotate it remotely would be a big plus & available in the UK.
