Questions about temps and light pollution

Hello to all you fellow outdoor growers!
I am so excited to be growing for the first time and to be doing it outdoors too.
I have a couple questions.
First, is it wise to use heating mats when germing seeds for the outdoors? I was told by the seed vendor, who seems reputable and who knew I was growing the strains outdoors (they are all early finishing dedicated outdoor strains) not to use them when germing. Would this be because it will be a shock when they are finally put out? He seemed most concerned with fungus problems however. I will be growing them in 30 gal. pots at 42 N.
Most of the seeds are (presumably) fresh, recently purchased, but one strain was purchased 5 years ago and was not kept in the fridge for the whole time since. Would it be wise to use a heating mat, along with scarification and some aloe and coconut water, on these if not the others?
Also temp-related is a question about minimum temps, especially at night. The weather here has been unseasonably cold and it could continue like this for the next month. I am hoping to put them out June 1st. What would be the minimum temp that I should be worried about? (FYI I'm growing Deep Congo, South African Sativa, Nepalese Grizzly, and GG#3.)
Last, I'm wondering about light pollution at night. I'm in a rural setting but with neighbours close by and near to a road with traffic at night. My closest neighbour, right beside, has a motion-detecting light that seems to stay on most of the night. I'm planning on setting up a tarping system that I will hang up at dusk and take down at dawn. I'll be using canvas tarps to cover 4 - 6 plants (depending on whether I get my medical license). Should I be concerned about this? This issue might be a concern to fellow Canucks and others who are growing in similar situations.
