If a male plant and female plant are half brother and sister (same mother or same father), and they are crossed to produce seeds, would the seeds be hybrid or inbred? would they be f1 or what?

Technically...
An F1 is composed of two true breeding (homozygous) parents.

All others are poly-hybrids.
But...
Some will call what you describe an F1 as a means of keeping track of the generations that have been made.
