Question on California ballot propositions

Will "Section 2: Findings, Intent and Purposes" in the proposed Prop 19 become part of the new law or is it in there only for informational purposes? A link to California law would be most helpful.

So it seems that no one here knows the answer.
How can you California voters vote either way without knowing what Prop 19 will legally cover?

Section 2 of Prop 19 contains the only place that says Prop 215 and SB420 will still remain law.

Section 2 of Prop 19 also states: "Regulate cannabis like we do alcohol: Allow adults to possess and consume small amounts of cannabis."
How can this statement become law? I've previous posted several ways that "Regulate cannabis like we do alcohol" is a false statement.

I find it real hard to understand how Section 2 of Prop 19 can be legally binding.

There are no laws that restrict the amount of alcohol that you are allow to possess.
Private retail stores, groceries and convenience stores are allowed to sell alcohol but will not be able to sell marijuana.
There is no age limit for handling alcohol in retail stores as long as a manager who is 21 or older is supervising.
You only have to be 18 to serve alcohol in a restaurant.
But Prop 19 states "all persons present in, employed by, or in any way involved in the operation of any such licensed premise are 21 or older."

Doesn't seem the same to me.

If this were true I would be able to buy as much as I want ..but this will not be the case...I can walk into a store and clean them out on all the beer I can carry, but the same doesnt hold true for our sacred herb...so in all in all it is not the same....

I'll be doing that and a voter registration drive at the KROQ SmokeOut in October. It's the last weekend to register to vote.
