Question about plant numbersw???

Now if my freind like has 2 or 3 k and has a permit for 15 plants...could this guy ...say like on a 4 by 8 table put 15 big bags and fill them up with a whole wack of clones....stil 15 rite...or wrong...ha ha he is crazy....my friend ...lol

15 plants is 15 plants no matter the size of the pot .15 trees or 15 micro plants.I know what way I,d go.I like trees myself.
