Question about nute percentages

So in the soil-less mix I am using, there are some time released nutrients, didn't notice at the time. The ratio says 0.14-0.14-0.14

Now is that the same as 14-14-14? I just went into flower a few days ago, and am prepping to start using my bloom nutes soon. If it is 14-14-14 though, I want to hold off for a bit to allow the plant to use those up and not over fert, as it is 15-30-15(the bloom nutes)

I don't think that is the same as 14-14-14 at all. Looks like a weak starter charge for seedlings. Miracle grow perlite does something similar i believe.

What's the brand/name/etc? That would help a lot.
