a year ago they started filling 20 gallon tanks with 18 gallons of propane because they wanted to keep the prices low as fuel prices rose.well prices of fuel crashed six months ago.but there still filling tanks with 18 gallons of fuel.

Tanks are not supposed to be filled more than 80% of capacity.
They can "not" fill it all the way if they are doing what they are supposed to do. At a fill, you only pay for what goes in.
dragunn is talking about the pre-filled tanks that are so popular now - but he made a mistake and should have said liters instead of gallons. The tanks are designed to hold five gallons, but the pre-fill companies started just adding 4.5 gallons instead of raising the price last summer. However, they didn't mention to their customers that they had reduced the volume nor did they increase the volume when the price of fuel went back down.
I hope some bored person starts a class action suit against the companies that did this. It really is a deceptive marketing practice and the scoundrels deserve to be taught a lesson.
Well aside from that we have multiple animal species dying for no reason, multiple world disasters, a crashing economy that cannot recover, and a war that rages on killing innocents everywhere.
A lot of companies are following suit by reducing the quanity and keeping the price the same.
Fast food joints do the same shoddy marketing. They introduce and new sandwich, get the consumer hooked, then reduce the size while keeping the same price. Don Gorske who has eaten over 23,000 Big Macs and featured in the movie "Supersize Me" revealed this trade secret. It has the same effect as raising the price.
Could have all solved the problem by not using the pre-fill containers. So much more expensive than just taking for 5 gallon tank and getting it filled with 4.6 gallons. (which happens to be where the OPD trips on a 5 gallon tank.
