I haven't gone to flower yet, as I am on my first grow. However, I think things look great for you.
Give us more details on your setup and maybe everyone can have an opportunity to see if their are any deficiencies. What medium? Light? Nutrients? Water? etc.

Don't panic this looks fine for the week you're at. some plants take longer to take off than others but yours look spot on for 3 weeks.
I've grown for a few years now and time to time I worry about the size of my buds but by week 5 and 6 I worry no longer. it will be the same for you. at week 3 you're only growing the foundation of the plump buds to come.
You will be amazed at the change buds make week by week.
Your plants also look in top form and very healthy. Worry not.
