Preflowers

I started a batch of seeds, all the same, looking for the best one.

They all have female preflowers but some are already mini buds while in Veg.

Is this a good sign, that she will flip into flowering sooner and produce bigger buds than the others?

depends. if the flowers just stay as preflowers then yes it's a good indication of vigor and fast flowering. if they continue and make budsites, it might be an autoflowering plant.
