the pre filter is the blue in this picture, I dont really understand how they work because I exhaust through my scrubber so I would consider it an after filter, and by using it that way I have noticed it keeps dust down from the carbon

The pre-filter's generally come with the filter.
They are supposed to filter out any bigger particles before the air goes through the actual carbon.
I believe that if you are blowing through rather than sucking through the filter you roll the pre-filter up and stuff it down into the filter.

Haggis thanks for the tip, my other carbon filter had a bunch of gross build up on the inside, but I never though of putting the pre filter in there

That blue and white filter is simply a dust filter to keep dust from clogging up the carbon filter. It is completely useless if you are blowing through it rather than pulling air through the filter.
Prefilters are a good idea, especially if your grow is prone to dust....open windows and living in a dusty area. This time of year there is no dust for me and I removed it.
