Potato Leafhopper controls

Found a few of these fucking punks on the indoor veg area, mistook them for aphids until tonight. I'm fucking pissed at myself for not identifying them sooner, so what to do? I've been spraying oils heavy - ic3 essentria and triact70 my two go to's, but it would seem they are not as effective on leafhopppers. I'm upping the frequency to every other day and I think mix some spinosad and Si in.

Any other ideas? Experiences? Is anyone familiar with the specific viruses they transmit? UC Davis website mentions viruses but I can't find which ones in particular.

Now that I'm getting a good look at them I've seen these guys on every single outdoor plant I've ever grown just not in alarming numbers like on the indoor (3+ adults per plant with way too many eggs as well) I have never seen any actual damage from the until now either, resembles Thrips damage on the seedlings I've got going.

Pet frogs and toads would clean these little bugger in a hurry I bet.

They are outdoor gardeners friendly allies.

Well Kontos has been applied two days ago, numbers of leafhoppers seem to be dwindling and the young look sickly. Going to resume spraying oils tomorrow on the 3rd day, gonna take the camera in there as well and try to document the damage and different stages of leaf hopper on the sticky traps.
