Possible female hairs? & which type of fertilizer to use

So I have two plants that are about 3 1/2 weeks old. How long does it take to tell the sex of the plant? I cannot tell if these are possible female hairs. They aren't white, but they do stick out between the branches. See:

Also, I was wondering if the plants were old enough/look strong enough to start fertilizer. I have Neptune's 2-3-1 Fish and Seeweed Fertilizer and Neptune's 2-4-1 Fish Fertilizer. Which should I use first, and how much to dilute it, etc.

If you are on a 12/12 light schedule you will know sex pretty soon. Those are not female hairs. All plants have those, male and female. The little green pointy things :)

What material is that foil stapled to ? I would take the foil down.
 
No, I'm on 18/6 still. When should we go to 12/12? Do I wait until I see female pistils, or just when it's 1/3 of the growing space? They're only 6 in. and 4 in., so that's why I asked about which fertilizer to use.

If ur at 18/6 now, u will be able to see sex soon enuff. Hang in there..u can even go 12/12 for a few days to find out...then go back to 24/0 to re-veg. Just thoughts man. Nice looking so far..keep up the good work. :good:
