poly Tunnels and supplemental lighting

A friend wants to plant clones now, (February 15), in tunnels. He realizes that the days are not yet long enough to inhibit the clones from starting to flower, and will therefore have to use supplemental lighting to extend "day-length". Does anybody know where one might find info regarding optimal intensity levels for said supplemental lighting, hopefully expressed in simple terms, such as watts per square foot? if it is bright enough to read, its bright enough to keep them in cycle, they may not grow any, but they wont flower either.
