No, the noms have never had to be uploaded in the same month as the poll, it would be a bit too restrictive and a lot of good photos would miss out. I usually accept noms from about 6-8 months before the poll, the reason for that cut-off point is because the member might not be around anymore or it might have already been in a poll so it cuts down on repeats
