WASHINGTON — The Justice Department set new clemency rules Wednesday that could free thousands of nonviolent cons — mostly low-level federal drug offenders.
To be eligible, an inmate must have been imprisoned for at least 10 years with good behavior, and not have a long criminal history.
The reforms target inmates imprisoned under harsh sentencing guidelines that were enacted during the crack cocaine epidemic but have since been eased.
