Former Mexican presidents are on public record to end the prohibition on marijuana. However, Mexico has signed international agreements with the US that restrict public statements of reform from sitting presidents. Fox and several of his predecessors have spoken publicly on reform but Calderon is legally restricted on what he can say on the record.

Apparently the law has less teeth when speaking at the UN but Calderon is largely talking to international leaders behind the scenes.

Calderon spoke to Hillary Clinton privately about the need for reform. Clinton's responded, "Yeah, but there's so much money in it."

The civil libertarian in me suggests Clinton is talking about seizures. But there's far more money going around than seizures from arrests. She may have been talking about the big picture but most of that would evaporate with reform.

Unless Clinton was talking about pre-distribution seizures, the the civil-libertarian in me somewhat relaxes. But if Clinton is talking about post-distribution seizures i.e. seizure enhancement tactics,
