planning for a dispensary in non med state, waiting..

Hi guys,
I am currently in a non medical state, however I want to have plans ready for a dispensary and warehouse to grow in to supply the dispensary in my city when med laws pass.. So, any info or links on anything relating to this matter would be greatly appreciated!

I have the financial backing, business degree, and know how to do this.. I really want to, just need to start planning.

I have no idea what the red tape is where you are, but consider the following:

Know who the main players(politicians) are in your area that would get first-hand news of the probability of getting such a law passed. You may consider either growing illegally before the laws are passed so that you are running form the get-go (which in itself may attract unwanted questions, unless you say it was from a legal state). Or if you are told that it would be likely in x months that they will pass a med state, then you can take a risk and get your grow ready for then. You would also need to acquire the relevant certificates, applications, etc and it may be worthwhile to see what other disps/warehouses have to do and take yourself through that so that you are prepared and there are either no or minimal surprises. It may be that one of your politicians/reps is particularly pro-canna-friendly and may give you further info - you might see it worthwhile to cultivate such connections/"friendships". Also consider giving something (non-canna?) back to the community to gain additional leverage with key decision-makers. In short, you need to get yourself known at a reasonably high level. Then franchise out in your state if you can and trademark everything you think is worthwhile. Buy your Internet Domains now. Go to your area local business advice centre. Get a list of potential med customers. There's so much you can do - it's a full time job and more. It's up to you how busy you want to be. Possibly there's pages of stuff I could write without repetition. You are as successful as you want to be - not as you wish to be. Good luck. I wish I had that kind of opportunity.
