Got a Cindy 99 freebie from attitude seed banks. Started about a month and half ago.. She was growing great. Topped her about a week ago along with 2 La Con and 1 Blueberry headband and the Cindy 99 was recovering the fastest but I came out to see them today and the Cindy 99 had pistols all over the place. Is she about to start flowering?? She's been outside all year so it's not like I changed the hours of light on her too drastically.

There are alot of factors that come into play. Just by the pics it is a little hard to diagnose. However, i will say that pistils and preflowers are normal outdoors. It is a sign of the plant reaching maturity but doesnt necessarily mean they are flowering. You really have to pay attention and get to know your ladies. If the node spacing becomes very tight and there are pistils everywhere especially at the tops, they might be flowering, but if the node spacing is still normal and growth appears to be vegetative with a couple pistils at each node i wouldnt worry a bit, that is normal.
