pH of Coots IPM spray?

Has anyone pH'd this spray before? My water has a bit of a high pH (7.5-8.0) so I'm wondering if I should pH down my water first.

It's a version of the mix from the Buildasoil IPM document they have minus the essential oils:

1 Gallon Water (chlorine and chloramines removed)
1 Tablespoon Neem Oil
1-2 Teaspoons 7.8% Potassium Silicate Solution
1/8 tsp per gallon 200x Aloe Powder

I tested the ph last night after I added everything except the neem oil and my ph was 10.2! My water was about 7 going in, and I've read you don't need/want to pH a neem oil spray. Should I work out how much vinegar it takes to bring this solution down to 6.5 and add that after I emulsify the neem oil and hope that's good? I just have a cheap ph pen and don't want to get neem all over it.
