Peak Seeds Sweet C99...growing weird. Seen this?

As the title states, this is one of 2 sweet c99s I have going by peak seeds....they accidentally were put into flowering for about 3 weeks by the time this photo was taken. This plant looked odd from day one but ive een letting it go just out of curiosity. After 3 weeks flowering its shown no sign of sex, and the leaves have a rough texture, twisted and overall just strange.
