Hi there! I'm currently in the planning stage of my own PC growbox. How are your fans and is there anything restricting their airflow (diy carbon scrubber etc)? I would recommend using both fans for exhaust (pushing air out of the PC) and locating them as high as possible inside your PC. For intake you just need passive holes (preferably lower down in your PC). Do you have any other specs on your fans (voltage, amps, CFM)?

I don't think 78 watts of CFL should be too much for your space. I'm planning on putting 4x23w CFL's in a case that's approx. 20x17x8 (HeightxLengthxDepth). When I was shopping for lights I did notice some cheaper 20w CFL's were really small (in physical size), they put out a lot of heat and they had a relatively low lumen output /watt. I found some 23 watt Osrams that put out 1450 lumens. You didn't mention any specs on your lights so I'm not sure whether they might be your problem.
