A Portland city manager and parole officer resigned after admitting he smoked marijuana he stole from evidence files.
Documents from Multnomah County include internal e-mails that tell the story of Shadman Afzal, who worked out of the Northeast Columbia Boulevard office of Community Justice. He supervised parole officers who work with convicted felons, specifically gang members.
The documents show Afzal admitted to stealing a small amount of marijuana from the evidence room, taking it home and then smoking it at a party he hosted for fellow employees.
“We take any kind of law violation seriously, but what made this of utmost concern is the indication that Shadman had taken evidence that had been seized from an offender,” according to Robb Freda-Cowie of the Multnomah County Community Justice Department.
Afzal was forced to resign and give up his state certification as a parole and probation officer.
The District Attorney's office has been investigating the case and was expected to decide on any criminal charges by the end of March.
