Outdoor questions for 2020

I have a few questions if anyone would be so kind to offer a little help. I will offer some background on the set up.

-Location: South West Pa(will say 40N 79W with a window of few degrees +/-
-organic
-Plants are under 24/0 veg. (Not ideal I know)
-plants will be a mix of regular and fem seeds and clones
-strains are mostly indica/indica dom and some hybrids and just to throw out a few on the list are BOG Sour bubble/Sour Lifesaver/SourBlutooth, Pre-98 Bubba, and a few others plus a bunch of freebies not gonna list...don't wanna drag this out ask if curious and will answer.

Questions
1. When is the earliest I can move them outside without causing them to go into flower and have to revert back to veg?

2. When will I start to see the 14 hours of daylight mark so can start to judge when are going into flower?(will not be able to check them constantly and also am using 5 gal buckets with 3/16" hole in the bottom of each next to the stem as water source as needed when there aren't rains on some farther away that can't get to often)

3. Does it matter time of day or night that are planted?(plants will be in a mix of the ground/pots/Rubbermaid tubs)

Any other questions are welcome and I would be grateful if anyone can find the time to assist. Thank you and hope everyone are well and staying high :)

Answer to Question #1
I used to plant around May 15th every year, Can google First and last frost date for your general Area for a better Idea

Answer to Question #2
Plants will start to show sex right around end of July to Early August unless forced by giving them darkness and Remember longest day of the year aka Summer Solstice is June 21st and daylight drops

Answer to Question #3
As long as your plants are hardened off by introducing them slowly from indoors to outdoors it does not matter when planting

Hi looks like a good place to ask, has anyone extended the outdoor veg period with large outdoor solar lights (100% off grid) just to get maybe an extra month of veg time. Would love to hear if anyone's attempted and had success or failure thanks!
