Outdoor countys

OK I'm new here and I have a few questions. Recently my county banned outdoor grows. Well I'm not rich and can't really afford to grown inside so I use outdoor for all my growing needs. My questions are.
1. What countys in northern CA allows outdoor grow and what are the guildlines I've been seaching til my head hurts and can't find solid concrete information. Thanks everyone
